What You'll Learn

This online course sponsored by the Commonwealth Government and the National Heavy Vehicle Regulator highlights the impacts on heavy vehicle safety of inappropriately loaded, poorly restrained and/or shipping containers with unevenly distributed weight, in order to demonstrate to all parties in the chain how heavy vehicle safety can be compromised with potentially serious consequences.

It is also designed to promote best practice in shipping container packing, cargo load restraint and weight distribution. This includes the provision of materials to assist importers to engage with their packers overseas, and for exporters to review their packing practices and associated container logistics chain impacts.

Six subjects delivered separately

The course is made up of six subjects that cover the full range of the course guidelines.

  1. Introduction and impact of unsafe container loading practices
  2. Packing and minimising risk for containerised cargo transport 
  3. Truck Rollover Prevention
  4. Heavy Vehicle National Law and Chain of Responsibility Law
  5. A practical application of the HVNL and Chain of Responsibility laws 
  6. International organizations and conventions for safe transport

Details of each subject can be viewed in the Course Content section or in the subject information after enrolment. There is no need to choose the subjects before commencement as the enrolment will provide a link to each of the six subjects.

Design your own course

As the intended audience for this course is diverse and ranges from senior executives to operations staff, we have taken the approach of allowing each subject to be undertaken separately.

As an example, those within an organisation with legal responsibilities may undertake subjects 1, 4 and 5 while operations team members may prefer subjects 1, 2 and 3.

It is highly recommended that all participants undertake the 'Introduction and impact of unsafe container loading practices' subject which includes several important messages.

Certificate of completion

A certificate of completion is available for each subject upon passing a short multiple-choice assessment, with the added option of studying all six subjects and securing an overall course certificate.

This subject also includes several videos and case studies to assist operations and management.

This subject addresses the practical application packing and minimising risk for containerised cargo transport by describing the various codes in operation for container packing and the cargo considerations for packing and transporting loads.

This subject addresses the practical application preventing truck rollover due to poor container packing or loading in particular loose of badly packed cargo, too high a centre of gravity and a lack of awareness of the cargo and its correct packing requirements.

This subject introduces details of Heavy Vehicle National Law and Chain of Responsibility legislation. It defines the primary duty and responsibilities under the law as well as policies, contractors, monitoring, and training requirements.

This subject introduces details of the practical application of the Heavy Vehicle National Law and Chain of Responsibility legislation. It describes the risk management principals and the application of safety management systems within the supply chain.

This subject introduces the international conventions that influence the creation of Laws and Regulations relating to the safe transport of containerized cargo for signatory countries. It also describes the organizations around the world that administer the regulations.
